Business reporters Maria Halkias, Mitchell Schnurman, Melissa Repko and Steve Brown also were part of a team that tracked the project for more than a year.

The series, which led Texas lawmakers to acknowledge the broken system and introduce legislative remedies, earlier won the 2019 Goldsmith Prize for Investigative Reporting.
